The Commoner Party was incorporated by Charles H. Emmons in Conyers, Georgia in January 1944. The group advocated the repeal of the Fifteenth Amendment and denial of citizenship and voting rights to Blacks and jews.[1] In 1946 party chairman James L. Shipp moved the group to Atlanta and renamed it the American Gentile Army.
