FEMA camps refers to possible camps created by the US "Federal Emergency Management Agency" (FEMA) which is an agency having the primary purpose of coordinating the response to a disaster.
Some conspiracy theories argue that in the case of a future major societal collapse/disaster/crises/unrest (real or fabricated), then emergency measures could be used for political purposese and FEMA camps could be used for purposes such as interning political dissidents.
