Councils of Safety was the name given to a network of Silver Shirt members throughout the country who were supportive of William Dudley Pelley and his Christian Party of America in 1935. A council consisted of nine members.
In 1938 the group issued a series of nine ideological pamphlets called the Green Booklets.[1]
