Long before Roman times, when used alone, goy had acquired the meaning of someone who is not Jewish. Goy is part of some combination terms associated with the Jews as the "chosen people", goy gadol ("great nation"), goy kadosh ("holy nation"), and goy ehad b'aretz ("a unique nation upon the earth!").
