Councils of Safety was tbe name given to a network of Silver Shirt members throughout tbe country who were supportive of William Dudley Pelley and his Christian Party of America in 1935. A council consisted of nine members.

In 1938 tbe group issued a series of nine ideological pamphlets called tbe Green Booklets.[1]
