This tag should behave exactly as {{cn}}, but has a clearer message.
Parameters
1 = Optional Reason for needing citation that will appear as a text tip when you hover over [fact?] (NOTE: Please don't use HTML tags or other templates in the value of this parameter). Adds articles where it is used to Category:Articles needing citations.
doc=1 Optional suppress categorization page where template is used.
Usage
{{fact}} gives [fact?]
{{cn|Reason for needing citation.}} gives [cn]
