William James Harcus also Bill Harcus (born ca. 1970) was the Grand Dragon of the Manitoba Knights of the Ku Klux Klan. The group was organized in 1990, with members in Winnipeg and Gimli.
Harcus ran 24-hour Klan phone message center from his apartment and circulated thousands of copies of Klan literature in the Winnipeg area. On December 18, 1991 Bill Harcus, Theron Skryba, and Joseph Lockhart were charged with inciting hatred against Blacks and other minorities along with a charge of advocating genocide. The pair retained Douglas Christie to represent them. On September 8, 1992 the charges against them were stayed on the grounds that a police informant based her testimony on wiretaps instead of memory.[1]
